Proclamation declaring a state of war with the United States of America

WHEREAS on 23 October 2026 the Government of the United States of America, acting with the State of San Andreas, purported to designate the Government of Coral Island a hostile foreign government, blocked the property of Coral Island, withdrew recognition of the waters of Coral Island including Antigua, and caused warrants to be issued for the arrest of the President of Coral Island and of an officer of the Government;

WHEREAS those acts rest on accusations that the Government of Coral Island rejects in full, that were never put to the Government of Coral Island before they were published, and for which no evidence has been shown to it;

WHEREAS the United States has authorised its forces to intercept the aircraft and vessels of Coral Island in waters that Coral Island has always held, and has thereby committed an act of aggression against the sovereignty and territory of Coral Island;

WHEREAS Article 6 of the Constitution of Coral Island 2026 vests the executive authority of Coral Island in the President and makes the President Commander of the Coral Island Defence Force;

NOW, THEREFORE, I, LUCY ALVAREZ, President of Coral Island, do hereby proclaim that:

1. A state of war exists between Coral Island and the United States of America from the moment this Proclamation is published in the Gazette.
2. The Coral Island Defence Force is placed on a war footing and is directed to defend the territory, the waters, including Antigua, and the airspace of Coral Island by every lawful means.
3. Every agreement between the Government of Coral Island and the United States of America or the State of San Andreas, including the agreement of 1 October 2026 on the rebuilding of Los Santos, is terminated.
4. Aircraft and vessels of the Government of the United States and of the State of San Andreas may not enter the territory, waters or airspace of Coral Island. Any that do will be treated as hostile.
5. All property in Coral Island of the Government of the United States and of the State of San Andreas is frozen until further order.
6. No warrant, order or request of the United States or of the State of San Andreas has any effect in Coral Island. No citizen, resident or officer of Coral Island will be surrendered to either of them.
7. Civilians are not the enemy of Coral Island. Nationals of the United States who are in Coral Island in good faith will not be harmed and may leave freely. Citizens of Coral Island abroad are asked to keep in contact with the Office of the President.
8. This Proclamation takes effect on publication.
